Public Flow
The public flow allows citizens to be able to lodge appeals electronically.
Verify Email
Applicant must enter email address twice and click 'Verify.'
An automated message will be sent to the applicants email address containing a verification code.
This code must be entered into the field on screen and applicant should click 'Submit,' to proceed to application.
If the code has expired or the user has not received a code, then can select ‘Send a new code’ which will trigger another code to the sent to the applicants email address.
Appeal a Decision
Text displayed on this screen advises users of appeal process, if user wishes to begin an appeal application click 'Appeal a Decision' button.
Start an Appeal
TAS online appeals service has defined an online journey for the citizen which prompts for the minimum amount of data required to submit the appeal in an easy and unambiguous manner.
In order to achieve this, each of the citizen journeys will begin with the ‘Start Appeal’ page where the user will be prompted to answer a small set of questions which will then be used to define the rest of the online journey.
Please select the name of the benefit you are appealing about (select benefit from dropdown list) Whilst there are many appeals types that a citizen can submit they are captured in 5 separate forms:
Appeal Form NOA1 (SS) - to appeal against a decision made by the Department for Communities about your Social Security benefit.
Appeal Form NOA1 (HMRC) - to appeal against a decision made by Her Majesty's Revenue and Customs about your Tax Credits, Child Benefit or Guardian's Allowance.
Appeal Form NOA1 (CR) - to appeal a decision made by the Compensation Recovery Scheme, to recover social security benefits paid as a consequence of an accident, injury or disease.
Appeal Form NOA1 (CM) - to appeal a decision made by the Child Maintenance Service.
Appeal Form NOA1 (HSC) - to appeal against a decision made by the Compensation Recovery Scheme about the recovery of Health Service charges.
For Appeal Form Types NOA1(SS) and NAO1(HMRC) these additional fields will be displayed on screen: Please select the date the Mandatory Reconsideration Notice was sent to you, Mandatory Reconsideration Notice file upload, Appellant National Insurance Number and Do you have a representative?
For specific benefit type 'Employment and Support Allowance' - NAO1(SS) user must specify which notice type they are providing:
- MRN
- ESA65
If users selects notice type 'MRN' additional fields remain the same as the NAO1(SS) flow.
If user selects notice type 'ESA65' additional fields are renamed as: Please select the date printed on the ESA65 which was sent to you and ESA65 file upload.
For Appeal Form Types NAO1(CR) these additional fields will be displayed on screen: Please select the date the Mandatory Reconsideration Notice was sent to you, Mandatory Reconsideration Notice file upload and Do you have a representative?
For Appeal Form Types NAO1(CM) these additional fields will be displayed on screen: Please the select date the Mandatory Reconsideration Notice was sent to you, Mandatory Reconsideration Notice file upload, Child Maintenance Reference Number, Appellant National Insurance Number and Do you have a representative?
For Appeal Form Types NAO1(HSC) these additional fields will be displayed on screen: Please select the date of the Certificate of HS Charges, Appellant National Insurance Number and Do you have a representative?
Once applicant has completed all mandatory fields on screen, click 'Begin' to proceed to the next step.
Guidance Notes
Guidance notes are available to the public throughout the online flow.
To view guidance notes, click the 'Guidance Notes' link at the top right hand side of the screen.
This link will redirect the user to the guidance notes.
Save Application
The application will provide a facility to allow citizens to save their appeal during any stage in their online submission and be able to return to fill in the subsequent stages at a later date.
Once all mandatory fields on screen have been completed, to save an application click 'Save.'
A 'Save Appeal' modal will be displayed on screen, enter mother's maiden name and click 'Save.'
A saved appeal confirmation screen will be displayed.
Note
Text on this screen is configurable in admin > static data> text management > AppealsSaveReceiptText
An automated email will be sent to the applicants email address, within the content of this email will be a link to retrieve the saved application.
Clicking the link, will redirect the user to a retrieve application screen, user must enter their mother's maiden name and click 'Retrieve,'to continue processing their application.
Warning
The applicant has 72 hours from the saved time stamp to complete the application, after that period the application will expire and will be deleted immediately.
